These Terms and Conditions (“Terms”) govern access to Bulk23 at https://new.waleadgoal.com and the credit-based sending panel. By registering, buying credits, using the free demo, or sending a campaign, you agree to these Terms, the Refund Policy, the International Policy, and the WhatsApp and Meta Policy.

1. Who we are

Bulk23 is an independent technical service. We provide a web panel, prepaid credits, and routing through numbers operated for business messaging. We are not WhatsApp, Facebook, Instagram, or Meta Platforms, Inc. We are not a Meta Business Partner, not an official WhatsApp Business Solution Provider, and not affiliated with, endorsed by, or certified by Meta or WhatsApp. WhatsApp, Facebook, and Instagram are trademarks of Meta Platforms, Inc.

2. The product

You buy credits (1 credit = 1 attempted message) and submit opted-in recipient lists. Small tests may send at once. Larger lists are queued for the sending desk. Delivery on the WhatsApp network is not guaranteed. WhatsApp may delay, filter, or block messages or numbers at any time. That is outside our control.

3. Eligibility

You must be at least 18 years old and able to form a contract. You use the service for lawful business messaging only — not personal spam, not scraping, not cold outreach to people who did not opt in.

4. Your account

You are responsible for login details, campaign content, recipient lists, and how staff use your account. Keep credentials private. We may suspend or close accounts that break these Terms or that create risk for the platform, other customers, or Meta/WhatsApp rules.

5. Acceptable use

• Message only people who gave you valid, informed opt-in for WhatsApp (or an equivalent lawful basis where required).
• Keep proof of opt-in. We may ask for it.
• Honour opt-out / STOP requests promptly.
• Every number must include the country code.
• Do not send illegal, deceptive, hateful, or prohibited content (see WhatsApp and Meta Policy).
• Do not upload scraped, purchased, rented, or harvested lists.
• Do not impersonate Bulk23, WhatsApp, Meta, banks, governments, or any brand you do not represent.
• Do not attempt to bypass WhatsApp, Meta, or our rate limits, bans, or security.

6. Your content and lists

You own your lists and message copy. You grant us a limited licence to process them only to operate the panel (send, report, support, abuse review). You warrant that you have the right to message each number. You are the controller of your marketing data; we process it on your instructions to provide the service.

7. Numbers and third-party networks

Sending uses virtual / cloud numbers and third-party gateways. Numbers can be disconnected, rotated, or banned by WhatsApp or the gateway. We do not promise a specific number will stay connected. A ban, filter, or failed delivery is not a defect of the panel and is not an automatic refund.

8. Free demo

The public demo is a limited live test: you type your own message and send it to a number you control (typically your own WhatsApp). One connection (IP / cookie / account) may send only the published maximum (1–2 messages). Do not use the demo to message strangers. Paste-to-send is disabled so you type the text yourself.

9. Payments and credits

Credits are prepaid digital units. Pack prices are set in USD and may be shown in USD or INR. A site offer percent, volume off on larger packs, and promo codes apply as shown at checkout. Promo codes are extra on top of the site offer. Credits add after payment confirms. Checkout charges the USD amount. See the Refund Policy.

10. Suspension

We may pause sending, withhold credits, or close an account for spam, fraud, chargebacks, illegal content, missing opt-in, or risk to Meta/WhatsApp compliance. We may report abuse where the law requires.

11. No official WhatsApp API claim

Unless we expressly state otherwise in writing, this panel is not the official WhatsApp Business Platform / Cloud API. Do not describe Bulk23 as “WhatsApp official”, “Meta verified”, or “Business API” in ads or to clients.

12. Liability

The service is provided as available. We are not liable for WhatsApp downtime, number bans, filtered messages, lost profits, or your breach of law or Meta rules. Our total liability for a paid order is limited to the unused credits remaining on that order, except where the law forbids a limit.

13. Changes

We may update these policies. The date above is the current version. Continued use after a change means you accept the new version. Material changes will appear on this site.

Use live chat on this website or inside the panel. Keep a copy of these policies for your records.

This Refund Policy is part of the Bulk23 Terms. It is written for prepaid digital credits — not physical goods.

1. What you are buying

You buy credits. One credit is one send attempt. Credits are a digital service consumed when you submit a campaign (or when a demo/test actually sends). They are not a WhatsApp subscription from Meta.

2. When credits are charged

Credits are deducted when you submit a campaign, not when every tick is marked delivered by WhatsApp. After a campaign is Done you receive a sent / failed report. That report is information. It is not a promise of refund.

3. No automatic refund for failed numbers

Failed, invalid, disconnected, or non-WhatsApp numbers are not refunded automatically. WhatsApp delivery, filters, and number quality are outside our control. A “failed” row on the report does not reverse the credit.

4. WhatsApp or Meta actions

If WhatsApp, Meta, or a gateway bans a number, delays messages, or drops traffic, that is not a defect we refund. You are paying for access to the sending panel and an attempt to send, not for a Meta-guaranteed delivery.

5. Unused credits

Unused credits stay on your account for future opted-in campaigns. There is no monthly lock-in. Unused credits are not cash and are not paid out, except where consumer law in your country requires a different result for a specific order.

6. Duplicate or failed payments

If checkout charges you twice for the same unused pack, or payment succeeds but credits do not appear, contact live chat with the payment reference. We will add the missing credits or reverse a true duplicate. Do not open a chargeback before you contact us — chargebacks may freeze or close the account.

7. Promo codes and volume off

Discounts apply only as shown at pay time. Promo abuse (self-referrals, stolen codes) may void the discount.

8. Free demo

Demo messages do not use paid credits. There is nothing to refund on a demo.

9. Abuse and chargebacks

Spam, fraud, illegal content, or a chargeback after credits were used may result in account closure and no remaining-credit return, to the extent the law allows.

10. How to ask

Use live chat. Include username, payment reference, and campaign id if any. We review payment errors and unused duplicate packs. We do not reverse consumed send-attempts because a recipient did not reply or WhatsApp did not tick twice.

Bulk23 is used from many countries and can send to many country codes. You must follow the law of your country and of each destination you message. This International Policy is part of the Terms.

1. You are responsible for local law

We provide a technical panel. We do not give legal advice. You must comply with telecom, consumer, privacy, and anti-spam rules wherever you operate and wherever recipients are.

2. Privacy and marketing rules (examples)

• European Union / UK: GDPR / UK GDPR and ePrivacy — valid consent or another lawful basis before WhatsApp marketing; privacy notice; honour withdrawal of consent.
• United States: TCPA, CAN-SPAM where applicable, state privacy laws — prior express consent for marketing WhatsApp; no autodialed marketing to numbers without the required consent.
• Canada: CASL — consent and identification rules for commercial messages.
• India: DPDP Act and TRAI / DLT rules where they apply to your traffic.
• Brazil and others: LGPD and local consumer / telecom rules.

This list is not complete. If a country forbids the traffic, do not send it.

3. Country codes

Every number must include the correct country code with no spaces. Wrong codes waste credits and can hit the wrong person. That is your error, not a refund.

4. Sanctions and prohibited regions

You may not use the service if applicable sanctions or export rules forbid it. You may not message for illegal trade, fraud, or unlicensed financial schemes in any country.

5. Language and content

Message in a language the recipient expects. Do not use the panel for political disinformation, hate, or coordinated inauthentic behaviour. Follow Meta’s regional advertising and messaging standards when your traffic touches Facebook or WhatsApp surfaces.

6. Taxes

Displayed pack prices are USD unless we state otherwise. You are responsible for any local tax, VAT, or GST that applies to your purchase where the law puts that on the customer.

7. Cross-border data

Account data, lists, and logs may be processed on servers in the country where Bulk23 is hosted and by subprocessors needed to send and to take payment. If you are in the EEA/UK, you represent that you have a lawful basis to upload recipient numbers to the panel.

8. Children

Do not target children. The service is for adults (18+) running lawful business messaging.

This policy exists so Bulk23, you, Meta, Facebook, and WhatsApp stay on the right side of published rules. You must follow WhatsApp Terms of Service, WhatsApp Business Terms, the WhatsApp Commerce Policy, WhatsApp Business Messaging Policy, and Meta Advertising Standards (as they apply to your ads and content). If those rules are stricter than ours, those rules win.

1. Not Meta, not official WhatsApp

Bulk23 is an independent panel. We do not speak for Meta. We do not sell official WhatsApp Business API access unless a written order says so. Do not use our name, numbers, or screenshots to claim you are “verified by WhatsApp” or “a Meta partner” unless Meta itself granted that to you.

2. Opt-in is mandatory

WhatsApp requires that people agree to hear from you before you message them for business. You must:

• Collect opt-in yourself (web form, checkout, keyword, written consent, or another method WhatsApp accepts).
• Tell people who you are and what you will send.
• Keep records.
• Stop when they opt out.

No scraped directories. No “bought leads” without documented WhatsApp opt-in. No random number generators as a production list.

3. What you may send

Lawful business: service updates, transactional notices, and promotional content only to opted-in contacts. Be honest. Do not disguise ads as personal chats. Do not impersonate WhatsApp support or Meta security.

4. What you must not send (Commerce / messaging)

Aligned with WhatsApp Commerce Policy and Meta standards, you must not use Bulk23 for, among other things:

• Illegal goods or services, stolen data, or fraud.
• Weapons, ammunition, explosives.
• Recreational drugs, unlicensed pharma, unsafe supplements as banned by those policies.
• Adult sexual content, escort, or sexual services.
• Tobacco / vape products where those policies forbid them.
• Hate, harassment, exploitation of minors (zero tolerance).
• Scams, fake jobs, fake investments, pyramid schemes, “get rich” deception.
• Malware, phishing, or links that steal logins.
• Anything that tries to evade WhatsApp enforcement or to recreate banned accounts at scale for spam.

5. Ads that point to this site

If you run Facebook / Instagram ads to Bulk23 or to your own funnel that uses Bulk23, those ads must follow Meta Advertising Standards: no misleading claims, no prohibited verticals, no “official WhatsApp API” claim, no before/after spam promises. Landing pages must match the ad. This site already states opted-in use only and no Meta affiliation — do not contradict that in the ad.

6. Quality and rate

Do not blast the same person repeatedly. Do not use misleading preview text. High complaint rates, blocks, or spam reports can close your Bulk23 account and can also get numbers banned by WhatsApp. That loss is not refunded.

7. Demo and tests

Test only on numbers you own or that have opted in. The free demo is for you to type a message to your own WhatsApp so you can see a live send. Using the demo to hit third parties is a breach.

8. Cooperation

If Meta, WhatsApp, a payment provider, or a regulator asks about traffic, we may pause sending and share what the law requires. You agree to cooperate and to stop a campaign when we ask.
